The purpose of CCF is providing cultural research project calibration and financial support to researchers and communicators dedicated to the interaction of Chinese culture with culture of other countries. Its foundation is based upon the belief of achieving the inheritance and systemization of the excellent legacy of world cultures, the facilitation of cultural diversity through international communication, the promotion of world peace, and the creation of contributing principles that embrace both the essence of traditional Chinese culture and modern Western civilization.
CCF is a deliberate attempt of introducing Chinese culture to the rest of the world with the sincere wish of promoting cultural diversity and interaction. It is a practice, launched by a developing country, to realize the spirits of the Universal Declaration on Cultural Diversity proclaimed by UNSECO in 2001.The United Nations advocates in 1998 that “Countries should work together to build a world of intercultural communication, information and understanding, in which the diversity of cultural values, ethics and behaviours fosters a genuine culture of peace”. In order to support this proposal, CCF strives to spread the fundamental ideas of Five Constant Values from traditional Chinese culture: Benevolence(仁 Ren), righteousness (义 Yi), respect(礼 Li), wisdom(智 Zhi) and integrity(信 Xin), with the belief of their contribution of bringing harmony in international relationships and development of international cooperation.

CCF is dedicated to develop new types of cultural communication, to elaborate the process of converting cultural resources into creative culture industry, to boost public interest of world culture and to realize economic benefit through cultural exchange. Therefore, contributes to the objective of Reinforce policy and practice to safeguard and enhance the cultural heritage, tangible and intangible, moveable and immoveable, and to promote cultural industries” suggested by the United Nations in The Stockholm Conference, 1998.
In order to enhance the quality of international cultural interaction, CCF is desperate to gain a global perspective. The staff and researchers of CCF are invited from all over the world and all publications are opened to international scholars to ensure their qualities. Furthermore, CCF also calibrates with many education institutions. One of the projects of CCF named WORLD WISE CENTRE, for instance, is instructed to be a non-governmental, non-profit, periodical and international academic forum that provides dialogue platform for government officials, business leaders and erudite scholars to discuss global problems from a perspective of culture. It is an active response of the global proclamation of Academic Impact and the principles of advancing peace, inter-cultural dialogue and understanding and promoting sustainability through education that the program encourages.

CCF is also devoted to benefiting both China and the rest of the world through diligent efforts. Its directions can be concluded in four parts, which are:
- study and systemize cultural resources of China;
- study and systemize other countries’ cultural resources and introduce them to China;
- explore beneficial methods of multi-culture interaction
- attempt and comply to convert from cultural resources to creative cultural industries.
